Anne Witkowsky is a non-resident Senior Democracy Fellow at Freedom House and Co-Director of the Task Force on US Strategy to support Democracy and Counter Authoritarianism. From 2014-2016 she was the Deputy Assistant Secretary of Defense for Partnership Strategy & Stability Operations in the Office of the Secretary of Defense.
Ms. Witkowsky previously served as the Deputy Coordinator for Homeland Security and Multilateral Affairs in the Bureau of Counterterrorism at the U.S. Department of State from 2009-2013. In this position she was responsible for homeland security matters related to U.S. foreign and counterterrorism policy, terrorism designations and sanctions, terrorism screening and information sharing programs, and counterterrorism policy and programs pursued through multilateral organizations. From August 2012 through December 2013 she also served as the Bureau's Acting Principal Deputy Coordinator, which included responsibility for the Bureau's plans, programs and resources. Ms. Witkowsky served as a Senior Fellow at the Center for Strategic and International Studies (CSIS) from 2000-2007 and a CSIS non-resident Senior Associate from 2007-2009, where she led and participated in projects on homeland and international security issues. She directed the CSIS Embassy of the Future commission, which examined enhancements to the effectiveness of the U.S. overseas diplomatic presence; served on the CSIS Beyond Goldwater-Nichols studies, which included an examination of interagency coordination; directed a domestic terrorist attack simulation exercise; and served as the executive director of the Secretary of Energy-requested CSIS Commission on Science and Security. During her CSIS affiliation, she authored and contributed to a number of publications. From 1993-2000, Ms. Witkowsky served as a Director for Defense Policy and Arms Control on the National Security Council (NSC) staff, where she was principally responsible for European security and conventional arms control treaty negotiations and implementation.
Prior to taking her position on the NSC staff, Ms. Witkowsky served from 1988-2002 in the Office of the Secretary of Defense (OSD), U.S. Department of Defense, in the Office of Russia, Ukraine, and Eurasian Affairs and in the Office of European Security Negotiations. She began her career in the federal government as an OSD Presidential Management Intern.
She is a recipient of both Superior and Meritorious Honor Awards from the Department of State, and of the Department of Defense Medal for Distinguished Civilian Service.
Ms. Witkowsky is a member of the Council on Foreign Relations. She holds a B.A. in Russian and East European studies from Yale University. She received her M.P.A., with a concentration in international security, from Harvard University's John F. Kennedy School of Government.
